You've had him for two months and only just started tying him up to stand? Why didn't you start right away? And he needs to be tied way longer than an hour. Tie him up, and clean some tack where you can see him and ignore him. Give him a good three hours or so. Once he stands quietly and is just hanging out for at least half an hour, untie him and put him back.

Why did you start feeding treats by hand at all? I would stop feeding them completely, but if you must give them to him put them in his feed bucket.

You are trying to do too much at once. He should not be taken for walks out on the road until he knows how to lead properly. Walks like this are not the place to teach good leading manners, they are to reinforce the manners in new situations and expose him to stuff.
