I dont think that is what he meant.

If a horse has a leg tied up - it can be a rear or front - and it kicks, what happens?
You tie a leg up and give the horse the opportunity. It fights, and often goes down, it learns respect, and not kick and run away quick before I get a swat. Sure smacking a horse on the butt is good, but tying a leg up is better IF you know what you are doing.
