He may be and he may not be. 50% or more of the horses from ANY given bloodline aren't of a breeding quality level, so just because a horse is by a big time sire doesn't make that foal instant high quality.

So what then makes the sire such a value, when by your own admission, there is no guarantee the foal is going to be of quality? Again, it depends on what another person is willing to pay and what value that person (with the wallet) puts on that animal.
Same can be said of someones backyard rescue. So why is it alright for this man to spend his money on a horse that not everyone might feel is worth the price, but you look down on someone with a backyard nag?
If he only intends on riding the mare, she is by all intend and purpose just your average backyard nag, with a high price tag. (no offence to the horse or any backyard nag).
