So what then makes the sire such a value, when by your own admission, there is no guarantee the foal is going to be of quality? Again, it depends on what another person is willing to pay and what value that person (with the wallet) puts on that animal.
Same can be said of someones backyard rescue. So why is it alright for this man to spend his money on a horse that not everyone might feel is worth the price, but you look down on someone with a backyard nag?
If he only intends on riding the mare, she is by all intend and purpose just your average backyard nag, with a high price tag. (no offence to the horse or any backyard nag).
Just the fact that you have to ask this question, says it all. Many people couldn't recognize a quality individual if it bit them in the ass and it's proven here on an almost daily basis. You breed the best to the best and hope for the best, that doesn't mean that you'll always get it. However, breed crap to crap and you are guaranteed crap. I guess folks are just going for consistency.

And for you to call a horse of high quality that is just being trail ridden an average backyard nag with a high price tag speaks volumes about your ignorance and stupidity.
