The least expensive way to tighten up your horse mesh is to give the top wire of each square a 1/2 turn to the right with a pair of fencing pliers. It won't fix huge problems, but it will tighten a section by at least a few inches.
Personally I would get rid of all the barbed wire and replace it with hot wire. You can purchase rolls of it at Princess Auto for a very reasonable price.
