Gogue would work. Just so he gets the hint that he can indeed put his head down. Be careful with those things though. My horse went to boot camp and trainer put it on in the stall. Went to walk him out and he absolutely freaked, ran backwards, hit the stall wall and popped out the outside siding! She said it was the weirdest thing because he was standing fine in it but he has a whole poll pressure issue anyway. I sold my sb when I went to college to a sb outfit. They were going to use her for breeding and lessons. She would not put her head up, no matter how hard they tried. So, a mother and daughter bought her for hunter stuff and adored her.

There was a sb who was in the LA olympics, jumping. I know of several prelim eventers. And met a retired gp jumper. They are like tigger out there!
