In California, Cali would definitely be an employee, even if the employer tried to characterize her as an independent contractor. There's a whole checklist of criteria, since it's a common issue in WC cases.

The barn manager is not looking out for the employees, since he/she apparently failed to report the prior injury, and apparently thinks having a vet look at an injured employee this time around is adequate medical care. Trusting a concussed employee to make her own decision to seek medical care? No fucking way.

There is a known cumulative effect to concussions. Cali says she's had several previously, so getting this one checked out medically becomes more important.
