I'd say nice QH/paint/random cross. Doesn't matter the breed, it's all about the attitude. Actually, I wouldn't recommend either of them buy something. I'd recommend lessons, perhaps leasing and buying down the road, but not now.

TWH jump very happily. We've got a ton of them that come out to the hunter paces. They might not work out for upper level stuff, but doesn't sound like these folks want show horses. Most of the people I ride with have TWH, and they do what most any horse will do when trotted/gaited/cantered to a jump- they jump it.
