I've only read the first page, but for person #1, absolutely a STB, if you can find one with a shorter back.  Maybe a STB cross.  I am a heavier rider, and a draft cross is not necessary.  Standardbreds tend to have really good bone and large hooves and don't have any issues carrying weight, especially again, if you stay away from the longer backed ones.  They are versatile, many are gaited (mine has a running walk) and they are very good minded.  They are very sweet horses generally, especially for someone that really wants to love on a horse!  Person #1 also sounds like someone that could overlook the head issue.

No suggestions for person #2.
