Generally speaking this statement is 100% wrong. Of course a dog that is aggressive towards everything is going to attack both people and animals, but a dog that is dog aggressive almost never progresses to people unless something serious happens that causes him to. Dogs aren't like serial killers who eventually need more and more stimulation to enjoy the attack. No, they're just dogs.
Of course things do happen, but 99.99% of the time what you described will not happen. That is just the usual fear tactics that the media uses to rile people up.
