Could you expand on this a bit? What harmful corruption, specifically, are you referring to? 

In response to the question in the OP: This may not be an issue in Texas, so forgive me if it isn't useful for your project, but I would love to see a law/amendment to the state constitution prohibiting municipalities from operating and offering communications utilities. My city (along with a number of other cities in the area) has a ballot initiative EVERY YEAR seeking for the city to become the cable and Internet provider everywhere within the city limits. We're already getting gouged in a less-than-competitive market, but the last thing we need is local government (who, last I checked, had ZERO expertise on this particular subject) being our lone option. They claim that it's the best/only way to entice more businesses into the city (by offering free or substantially reduced rate WiFi), but that goal could be just as easily accomplished through property taxation, which is a subject that municipal government is at least marginally more competent on.
