IDK about Whiting, but, I bake just about any fish except Salmon and Swordfish, this way,  I first place the filets into an egg wash, milk/beaten egg. take them out and place in a ziplock full of breadcrumbs, shake, place in a baking dish, I usually spray a bit of Pam in the bottom, I put small pieces of butter on the top of the fish and bake in a hot oven. about 425 degrees for a short period of time, maybe 10 mins per inch.. I eyeball it, it's easy to overcook it. Place lemon wedges on the plate.. you're done..
