I think it's just that Friesians are so drastically different from most of the breeds that they get bred to. They are very upright, with flashy motion, high heads, very unique conformation. Put that with an Appaloosa, and god knows what you're going to get. Not that there are never quite crosses... but people who are crossing for the "ooohhh pretty and hairy!" factor usually don't put the thought into it that would be necessary to make a nice horse.

A Georgian Grande is a Saddlebred X Draft or a Saddlebred X Friesian... when I looked them up I found a few of those Friesian crosses that I liked. But the Saddlebred is a lot more similar to the Friesian than the Appaloosa is, so it kind of works.
