I guess it's because I've worked with animals and their people professionally for almost 10 years, but there's just no way I would watch someone's pets without an emergency contact number for them, as well as their preferred veterinarian.

I've got other ideas, but since it's after the fact I'll keep the rest of them to myself. I hope the dogs are found and your neighbors do what it takes to keep them home. I do know what it's like to have strange, stray dogs out and about as that happens to me about once a week. To be honest, I will either get the owner if I know who it is, or call animal control if I don't. If I can get the dog safely I'll hold them here until the owner shows up or until I can get them to the humane society. I've found that either way, the owner becomes more aware of their dog being a nuisance and they do tend to do something about it after a time or two of being told how very scared I am for the safety of their sweet pet, or of them having to make the drive to pick them up from the pound.
