I hate to be this way but having worked for CPS in NJ and here in VA I can say majority of case managers are WAY over cased.  There is no time to worry about a parent cursing.  I agree that is no way for children to be raised and I think it's awful.  Unfortunately as a case manager I'd have to toss that aside for more serious cases.  They would be asked not told to go to parenting classes.  It would have to be much more serious (and who knows, behind closed doors it may be) for them to do anything.  So based on what you posted no a case would not be opened.  If there is more behind the scenes then maybe.
