It is better to be safe than sorry. I called and emailed about a former neighbor who's children wandered the streets at all hours. Her 2 yr old son would walk down the block by himself in a nasty soiled pull up and nothing else on. One day he walked down to the corner by himself wearing nothing but that nasty pull up. That corner was part of the truck route around out little town!

Anyway, I guess that they had a bad rep with CPS because CPS was out there within two days of my call. They brought the local police with them as well and pulled the adult males out of the house and placed them in the back of the police cars. Then CPS went in and I guess did an inspection. They didn't take the kids but the adults in the house sure did change their ways. They started to clean up the place and the kids actually had clothes on after that. The little 2 yr old was not allowed off the lawn unless he was with older kids.
