You did the right thing.  I can't tell you how many shows I've seen where a child was being abused and if CPS had just been called one time they might of been helped or the stories where they thank the neighbor that called over something minor because WAY more was going on behind the scenes.

Yes CPS is overburdened but that is OUR problem, not an innocent child's problem.  I know 2 people that had CPS called on them for minor things.  Once my friend's younger brother walked into a Pizza Hut (around age 12) and said that it smelled good and he was hungry. They called CPS because they thought that meant he wasn't being fed.  My friend's mother was let off, no big deal.

The other time was a coworker.  She was letting her 7 yr old stay home alone every day after school which I also did not agree with.  He told the teacher one day, she called CPS.  CPS talked to my coworker and said although age 12 is the age they like to go by, it's not a law.  As long as he felt safe and wasn't scared there wasn't anything they could do about it but didn't agree with it.

2 things that IMO are less than what is going on here.
