Cops need  evidence that will withstand scrutiny in criminal court. What we see as outrageous is frequently not outrageous enough  ( relative to the other stuff they see) for law enforcement to act on. 

That said; I'd call anyway. You never know what else they've done, or are doing. Meth labs blow up and are full of outrageously toxic residue that in and of itself constitutes child endangerment.

That, I agree with RM, but you never know. What if they go out and do a site check and discover evidence of physical abuse? You may not see that being far away and only seeing what they do in public, but a closer investigation could reveal something like that...

This. Especially since abusers who know what they're doing will hit people where clothes will cover the marks and what not. I think you made the right decision in calling. All it can take sometimes is one person being on the lookout to save a kid. Although I would hope that if something more serious were going on, their teachers would've called CPS way before you had to. Kudos to you for doing the right thing.
