They're used on horses that have a tendency to hold their heads very high in the air - they have to drop their head in order to see where they're going. Hold your hand over your nose - if you have your head tipped back you can't see a thing, if you drop it down though you can still see just fine.

Hmmm.... so would this be something to use on my horse who has a tendency to evade the bit?  (by the way, thanks for the explanation!)
