What's the location of these horses? Unfortunately in Michigan the HS or law won't get involved so long as they are contained on private property and there is food or water ON THE PROPERTY. It does NOT have to be supplied to the livestock. That is how MHS explained it to us when we turned in a farm for having about 20 super skinny horses a few years ago. Skinny or not, heck dead or not, Michigan doesn't care. The only way to get something done is to bug the hell out of the local PD. Get everyone to bug them. They have to "investigate" animal abuse complaints and if they get enough people calling they will eventually do something.
