Send him to the trainer that doesn't focus on "headset". A headset is the product of correct training, it's not something that you teach them before they know how to properly use themselves. Any trainer that focuses on "teaching them a headset" is doing your horse a disservice.
AP has the right of it.  I loathe the word 'headset' and the concept behind the idea.  Correct training = horse using themselves properly and the head naturally follows.

I normally don't think there is much harm in working with many different trainers, but a trainer that focuses on a headset first, is not a trainer any horse should be working with, especially when young.

And again.

Headset is just that, the set of the head. It has nothing to do with how the horse is using the rest of himself, which of course is the important part. Too many people focus on the head because that's the part of the horse you can see when you're riding. The head will come when the rest of the body is working properly. Think about it this way, would you want to drive a car built by someone who spent their time on the paint job or by someone who put all their effort into the engine? Headset is like a paint job, you can distract people from a lot of defects with flashiness and zazz, but if the engine isn't there it means nothing.
