And realize that much of the issue is likely PEBRAS (Problem exists between reins and saddle.)

And yeah... you need a trainer for you and him. If he's BOLTING through fucking fences with you than you are likely NOT the one to know how to fix this problem.
Either that.... or find a more suitable rider/owner for the horse and find something for yourself that is more within your realm of expertise because for one.. this horse has your number and for two... you don't have the skillset to deal with it.

Not meaning to come off as harsh. This horse needs training and it doesn't sound like you have the knowledge to deal with it.

And a bit is not what "controls" the horse. If the horse is not "listening" to the bit... he either does not have the training or you don't have the training. The only reason a horse "listens" to a bit is because they are taught to... if they're not.. than the bit, no matter how mild or savage it is, is absolutely nothing.. because the truth of the matter is that you are not going to control a half-ton animal with a piece of metal if that half-ton animal is of no mind to be controlled.
