Apparently the stallions, racing stock and some mares were in decent to good condition... basically the horses that were most likely to be seen. Everything else was in very, very, poor shape.

I'm guessing ignorance, laziness, no over-sight, and a preference to spend the money coming in on self rather than the stock to be the issue.
Wonder how many new toys Clay bought himself with the money earned by his dad's horses.... instead of, you know, feeding and caring for his dad's horses.
