What's the point of having the name too?  It's not like you can fake a DNA match.  That is just weird.

They need a name to match to the sample. (e.g. "Here is some hair. I think this horse is Bob the Great. Can you confirm?" ) They can't just run the DNA you give them against every horse in the registry. It's the same for sire/dam confirmation. You don't send in the hair and say "Who's the sire?" You send in the hair and say "This foal is sired by Bob the Great." That's why I was interested in the way that the Hackneys do it. Apparently, they've figured out an easy way to run DNA against all of the ponies in the registry.

Well, I imagine there's a lot more horses in the AHA registry versus the Hackney registry... so it's a lot easier to at least have a way to narrow the search down.
