If you chase her she is going to learn to run away, contrary to what the round penning method instructs people to do.

That licking and chewing business is more often the sign of a tired and thirsty horse that has been run into the ground.

What happens if you give other horses attention and ignore her? Or what happens if you go pull pasture weeds or just sit and look at the clouds? Does she come to you with some curiosity?

If she has some good itchy spots, make sure you give her a scratch or some other attention she appreciates so that she finds you useful and starts seeking you out.
