I'm sure if he came from a barn that was showing he is quite uneducated as an MP horse, but that doesn't make him green or sensitive.

As much as I don't agree with what Cindy has done in the past, nothing she has said here has made it seem like she made a bad decision. To me it seems like she picked up a gelding who is much more suitable for MP work than Holly, and just needs some training to go in to that work. 

This. Without actually meeting the horse or seeing him in action, I'm reading this as she bought a well-behaved, sane horse that's well-trained in driving and solid under saddle (walk/trot/canter) and trail riding, but needs some more refinement to do mounted patrol, which hopefully Cindy will have help with. Having him in training right now is certainly the right thing to do. 

It's also nice that she's taking the time to accustom him to the new situation that he'll be living in before just tossing him in.  Maybe not ideal, but it's certainly a big step in the right direction.
