To do it properly you are supposed to have by-laws, a mission statement, regularly scheduled BoD meeting, regularly scheduled public meetings, record keeping of the above, etc., etc. There are pages and pages of rules you are supposed to comply with.

I believe they have it all held in a LLC and I couldn't find anything about local or public meetings at all.

I did find their tax exempt status on a IRS page.
