Well, I think it's great for kids to be involved in things, but this doesn't sound enriching at all to me. The adults in charge sound like total jerks and god knows that's all kids need. More jerks to use as role models.
Does she have any other interests, by chance? Drawing, violin, break dancing even? Maybe you could start trying to strongly encourage something else that she's good at or interested and maybe over time her interest in "twirl" will lessen.
