I wouldn't tie a horse that is a confirmed puller, especially not so late in her life. I am another person who doesn't like crossties, I don't see a useful place for them ever. I don't tie any of my horses very often, I either take them with me and do what we need to do or I put them away. I figure if I have them out it is my responsibility to take them along or have things out and ready for them beforehand.

Just regular foundation groundwork would help the older mare to calm down and focus, to be more comfortable in her new surroundings. That is probably something that was missed early in her life. Yes there is that blocker tie ring thing, or other versions that work the same way but they may not be much help to a horse that really panics when they hit the end of a rope. Better to start teaching her how to keep the slack in the rope all the time and that she will survive if the slack does come out of the rope.
