Poor boy needs an upgrade. If you're willing to put the time and money into him to straighten him out.. he may be worth it, if not just to give him a better chance at life.
He's underdeveloped, wormy and awfully scrawny, but he is still young enough that with proper care he will, most likely, catch up pretty close to what he should be...

But it's up to you... I've yet to have a free horse that was actually free.......
