Oh, good- A "Why?" Because it would be a means for tracing dogs to owners. Also, it would enable law enforcement and the ASPCA to confiscate dogs much easier. Currently, if a dog is only suspected of being used as a fighter, it's difficult to confiscate. But all they'd have to do is run a portable scanner over it. No chip, dog goes with the cops. It would deter pet dog theft, as well, since the owner could report the dog missing or stolen. This is a way of pulling the breed out of the fighting scene, since no one wants to claim ownership of a fighting dog.
