True Anithero- Just to make sure I understand correctly, are you referring to racism within dog breeds? I will assume so and state that dogs aren't aware of their own "race" and so, no, this isn't a form of racism. If you're asking if this will in some way promote racism among people, no, I don't feel it would. Pitbulls are banned from many municipalities in the US and it seems to have no bearing on the race of the people in those cities. I haven't heard any reports refuting this.

Why pitbulls? Because of their history of and current use as fighting dogs for betting. While other breeds are used, as well, this would be a good starting point for pulling at least one breed of dog out of the dog fighting industry.

Owners would be required to fund microchipping their own dogs. It's the law to register your vehicle, yet the government doesn't pay for this- and that's an annual fee, to boot. It's also a law to license dogs, at the owner's expense. Another annual fee. The microchipping is a one time fee, at least.

The government funding would ensure confiscated dogs get passed to the local shelters.
