It is physically impossible to have a rotational fall at a jump that is under about 3'5'', unless youre riding a smaller pony. Its just physics, so I wouldnt worry about pulling a Laine Asher if you are doing a) low level stuff and b) not flying around the course like a bat out of hell and leaning forward at the jumps.

Yes, under the new rules that rider, depending on the area she lives in, could end up with a stern warning, dangerous riding penalties, a yellow card, or being put on a watch list (in the UK).
