It doesn't matter how much safer your neighborhood is than most, a blind cat cannot survive outside. He will not simply lie around and sleep like your dog did because, being a cat, he will find trouble.

I had a blind cat before. He was blind from birth and was my most favorite cat of all time (and I've had many cats lol). I lived in the country and would take him outside to play at least once a day. He was very independent and if I took my eyes off of him for just a moment, he would be running toward the street (yes, running blindly!), climbing poles and trees and, well...he just had no fear and that was a dangerous thing. He could easily get into trouble that he couldn't get out of if I hadn't been there. He seemed to go toward whatever noise he heard (cars, birds, etc.) out of curiosity, which was not good.

ETA: His quality of life as an inside cat was the same as the other cats. I just didn't move the furniture around much.

I have never been lost, but I will admit to being mighty disoriented for several days in a row. Daniel Boone
