I'm sure you've done all this but the question to ask yourself is how is her overall quality of life? How long is it likely to last? Is she eating? Is she still interested in doing her normal things? Does she seem to be in pain? You're her person and so you would know her better than anyone.
For what it's worthy my old dog let me know when it was time. During the last year of her life there were times I thought it was the end but she always bounced back, but the last time she was so tired, she wouldn't eat, she just kept staring at the wall, and then eventually she couldn't walk more than a few steps (kidney failure compounded with extreme old age 17 years old) Even when I was driving her to the dreaded appointment I kept telling myself if she shows one flicker I can always change my mind, I got her out of the car and set her on the floor and said to myself "if she walks to the door I will change my mind" but she didn't, and I knew it was time. She had a peaceful end, one I would wish for all my animals and even my human loved ones. Obviously I was devastated at the time and the vet said to me by way of co that sometimes it is better one day too soon than one day too late. Not trying to advise you here btw, only you know if it is time.
