Reporting it wont help because you made the choice to ride along side a road where vehicles travel.

Vehicles don't travel on the side of the road as it's for stopping only. This still doesn't give a car the right to hit a pedestrian, cyclist, or horse as they have the legal right of way. If a horse is acting up in the centre of the road then the horse has the right of way and the car drive is obliged to stop to avoid any obstacle. It's like saying it's legal to hit a pedestrian on the side of the road or crossing the street. There are numerous laws that give vehicles like a horse the right of way. Anyone who thinks otherwise should not be behind the wheel of a car.
