Gotcha! Sorry, I must've been half sleeping. I had totally spaced out what TC had said.
You're right, it is possible to collect and move in frame for a horse with a higher set neck. I think that TC should possible have said that a higher head and neck set is not something that is an attribute in reiners and cowhorses. They are supposed to move with their head fairly level. If their neck set is high then it would be unnatural and more difficult for a horse to carry it lower. I have noticed that is harder to get the extreme slides out of Arabs. Of course, a LOT of that has to do with the level croup. QH Reiners have a lot of slope and already look half stopped when they are walking. It doesn't take a lot for them to get up under themselves. Add a high neck set to the level croup and you're going to have a horse trying to sit in the dirt while it's front end is popping up and out of the slide. At least, that's what it seems like to me. I am not an expert... could be wrong.
I guess that was the long way of saying, "Yeah, I'm getting you now." lol
