I live in the DC Metro area...you'll want to check out this link for boarding in VA:

Chantilly (1+ hr commute to DC) is horse country so you will be able to find lots of boarding...but you will pay probably $350-550/month for a H/J full care place. If your husband will be working from Bolling, your other bet is to live in Southern MD, Prince Georges (PG) County (if you choose PG, ask for help on finding a good area). I boarded at a self care barn w/covered arena, nice pasture and stalls w/jump field in Clinton, MD, which is about 30mins from Bolling, and they were $150/month when I left. For the Southern MD/PG county horse areas, you will be able to find full care boarding for about $300-450/month.
The other good news is that horse leasing is a popular and cheap alternative here...leases run about from $0 for a care lease, to $150-200/month for a nice horse at a nice facility.
The other thing is that if your husband will be working in the DC area, you could live in Montgomery county, PG county or No. Va, which all have horsey areas...and he could Metro (take the train) into DC. This is the easiest method of getting into DC (and the best) - traffic is horrible here and getting in/out of DC is even worse. Here is a map of the Metro system - I would recommend looking up the areas that the farthest out stops are located and seeing if you can find an affordable home near there. Link:
