I have some good friends who've started a registry. They have the breeding stock, but I wouldn't consider his horses a "breed" until their registry is formed. Until then they're non-descript broodstock of other bloodlines and heritage (even if they're registered in another registry). Prior to the formation of a registry, they really cannot be considered a "breed" of registered animals.
