I have a thinking problem right now, so I am just going to format my answer a little strangely:

2) I second everything StreetMutt said. Where are you located?

3) My mare was like your spunky boy. I sent her to 4 different trainers in 2 years, for a minimum of 4 months each time. One trainer told me to put her to sleep, one told me he'd shoot her himself (after she broke him hip, collar bone and gave him a wicked concussion), one almost killer her by trying to hobble her and rope her in the round pen (she still has scars), and one told me it was useless because all she would do was tie up whenever he touched her. She stood in my pasture until she was six, then she calmed down.

4) This is going to be frowned upon by many here, but have you considered putting him on a long acting tranquilizer like Reserpine for a bit? My TB race trainer puts all this difficult 2yo's on it to reduce injury (to him AND the horses).
