Totally. I've actually made up my mind to be stricter b/c my horse has been pissing me off of late, and it's my fault for letting the rules slide. I feel guilty about it, but it's easy to let things slip. I've had my horse for 10 years, I trust her, she's kid safe, and I'm lazy. Not a good combo for rule enforcing.
If it's another horse or one I'm not so comfortable with, then the rules stand and will be enforced with vigor if necessary.
