I love Portland! I live in Southeast, about fifteen minutes from downtown. The barn that I work at is ~40 minutes from SE, and charges $350 (or 325 depending on the size of the stall) for fullcare, which seems pretty standard for where we are. Cost of living doesn't seem outrageous, but I guess it depends where you're moving from and how much you're willing to compromise. I'm a college student so my view of "decent place to live" may be slightly skewed.

Unfortunately, jobs sort of don't exist right now. Oregon has a really high rate of unemployment- I think it's over 12% right now. I have friends who graduated and actively looked for jobs for several months before finding any.

If you don't have a car, who cares, there is an *amazing* public transit system and the roads are super bike-friendly. Really, I love this city, it's quirky and friendly and full of geeks, which makes it perfect for me.
