My horse learned she could pull back and break free during a camping trip. A rotten tree fell near camp and she freaked and broke the metal snap on her lead rope. No harm done, but she figured out that if she didn't want to be tied she could pull back and go graze.
We went through 2 lead ropes before I got a rope halter and tied a lead rope to it (no metal to give). Then I tied her to the tie rail (posts sunk 6 ft into concrete) and left her there. She pulled back, several times just leaning her weight on the rope, a couple times pulling rather violently. After 3 sessions she gave up completely and has tied like an angel ever since.
Maybe your horse has figured out that if he pulls back, he's free, and can't wait to play this fun new game when you tie him. Watch him, is he freaked out or determined? My mare wasn't scared in the slightest, which is why I was able to fix it by tying her up good and letting her re-teach herself how to tie.
