I 've dealt with this numerous times .

Don't worry about what happened to start it just begin where you're at

It takes retraining to overcome this and that means you need a plan
here's what I do
put the horse in a fairly open area where he can see all around

preferably there is a traditional hitching post arrangement at your barn if not a pipe corral will do
tie the horse to this by simply looping one turn around this cross beam ,begin grooming the horse ,brush him don't pick out his feet while doing this or you might get hurt
when he pulls back simply stand aside and do nothing ,the lead will simply unwind when he feels no pressure he will stop pulling ,this is when you VERY CALMLY,without saying a word or reacting in any way collect the lead take the horse back to the grooming spot and begin grooming him again

it might take a few times or you might have to do this for awhile ,but the point is that the horse won't feel pressure when he pulls (which makes them fight) with patience and a plan your horse will take on a new attitude about being tied you will have taught him that standing tied is a safe spot where he gets loved on not a scary spot
I have done this with pullers so many times I lost track but it works
