Looks like an English General/All Purpose to me. Possible it could be designed as a show saddle, as it has no knee rolls to speak of, but they're usually a little straighter cut. Could be it's just old enough to pre-date all the padding we're used to now.

For example, these are some older style english show saddles, made to show off the horse's shoulder and not the rider:

The newer style ones do tend to have some kind of minimal knee roll, but the one on he right is brand new and you can see, they still make them almost totally flat.

And this is an older GP saddle, which I think is quite similar to the one pictured:
