Regarding bad hooves in TB's:

Breeding for soundness is not something that is done in today's race horse. It is not important to the racing industry that a horse be able to perform throughout its life, and the breeding decisions - and results - reflect this.

I see excellent hooves on the old working lines of Arabs, particularly Kellogg and CMK lines, and the older Polish horses. Modern lines - not so much. The best hooves I've ever seen, though, are on two TWH's that I own now. TWH's aren't particularly bred for exceptional hooves - I see a lot of horrible ones - but I've also seen some near-perfect ones within the breed from individuals that have been properly kept, cared for, and trimmed to proper standards (not "gaited" standards).
