Counter canter is a more 'advanced' thing as far as flat work goes. It requires balance, strength and impulsion to maintain. Also, it's easier to teach a horse to counter canter before they understand how to switch leads because some horses do not like it.
at all.
It's hard, requires them to move their shoulders up and out of the way, and keep their feet untangled, regardless of the direction of travel.
If you can get a good counter canter, chances are your horse can maintain rhythm, balance and straightness (along with riding 'on' your aids. You can't really muscle a good counter canter out of a horse with just your hand) regardless of 'bend' of the arena and direction of travel-all vital things for teaching flying lead changes.
Edit: People will, in lessons, get 'yelled at' for it because a counter canter done badly is a disaster. It's easy for a horse to get heavy in front and trip. Most lesson horses don't have the musculature to correctly perform a counter canter and cantering on the wrong lead is an evasion of real work. So if you have an inexperienced rider on a horse that's evading, most of the times things get rough, unbalanced and uuugly. It requires a certain degree of precision and 'through ness' (from behind-to keep a horse up off their front) that school horses typically don't have and riders who are just learning can ask a horse to give.
