The only halter breaking I have really done much with foals was at weaning time at the breeding farms. Halter and lead rope to drag around, butt rope to encourage movement and to refrain from pulling on the head, lots of grooming and handling and used a hot walker in neutral to teach the foals to stand tied.

Halter breaking an older horse (what I have done a lot more) is a little more involved and begins with a lariet on the neck to teach them to give to pressure, teaching to lead by off tracking, teaching to stand tied by running lead rope over pipe fence and holding onto the end until the horse understands the basic concept and then tying them out to the tie-out tree (tied up high above their head onto a stout but giving branch). Very short synopsis but covers the basics.
Seconded. This is all I did with the TB's. Butt ropes for the win.

Edit: except it started at birth.
