I agree with you, Color, about cutting back on his hay. But you run the risk of underfeeding him, especially if you only feed him his hay twice a day. If he starts to get underfed, his body will go into 'starvation mode' and store everything he does get as fat. It is best to spread his hay out through the entire day. Or put his hay into a small mesh haynet so he can eat the same ( or a bit less) but it will take him a lot longer to eat it.
