If horses are getting rain rot after a week at your place, perhaps you may want to consider that something in your area is infected and continually spreading the infections to all compromised newcomers.

Are you communally using saddle pads? Blankets? Perhaps a good bleaching down of common scratching areas?

It is very rainy/damp/muddy here in the fall and in the spring and the only horse here who ever had it, came in with it. He was severely malnourished and immuno-compromised. (<- is that a word?)

Again, rain in and of itself does not cause it.
